Just a suggestion:

At the end of each season, maybe each clan could give a vote to their respective division supervisors/admins.

Ofc this would be a biased vote but it could help give some guidance on whether to keep/promote a supervisor or not.

Some Ref´s helping in other div´s, too. So some ppl know more about some ref´s then about just their own div supervisor.
