Vetoes on a fixed maplist ensures you never get to play the maps you like / are good at. Even with fixed maps each week you are still playing 2 different maps.
Could do a combination of both - pick 4 "forced maps" each week and have each team eliminate one.
Actually the whole Swiss system depends of luck in some point.
I remember clanbase using map pools of 4 maps per week like cam said, not a bad experience tho.

swiss > groups. NA leagues used the swiss format from the beginning. Also had set maps for each week.

I'm against forced maps because I hate the fact that you can get an advantage over an opponent simply because of luck. Vetos on a fixed Maplist is fair and interesting.
